Full-Time Equivalent (FTE)

Meaning & Definition

A Full-time Equivalent (FTE) is the actual number of hours worked by an employee, allowing them to measure how that employee’s workload can be compared to a full-time employee’s job load. It also converts part-time and contract work into equivalent full-time units and consequently enables organizations to use those units to more easily calculate workforce capacity and resource needs.

Important Features of Full-Time Equivalent

  • Indicates the entire available work capacity.
  • Standardises part-time and full-time employee workloads.
  • Help with employee planning and budgeting.
  • Supports in project staffing and resource allocation.
  • Enhances employee reporting and Human Resource (HR) analytics.
  • Useful for compliance and eligibility calculations.

Policy Applicability

The FTE concept is commonly used for workforce measurement and compliance. This concept is not specifically linked to compliance through any statutory provisions.

  • FTE is used globally as a threshold for establishing eligibility (such as for benefits and policies).
  • It also helps in determining whether laws or benefits apply within the scope of certain jurisdictions.
  • Additionally, FTE supports a variety of HR policies within an organisation related to workforce planning, structuring, and staffing.
